Marking and Handling of Naval Nuclear Propulsion Information
OPNAV Notice 9210.149 is a Chief of Naval Operations notice, issued by the Director, Naval Nuclear Propulsion Program (NNPP) (CNO N00N), that supplements OPNAV Instruction N9210.3 on the marking, handling, and protection of Naval Nuclear Propulsion Information (NNPI). It applies to all Navy commands and to the military, civilian, and contractor personnel who handle classified or unclassified NNPI or operate Navy information systems that process it; its requirements are incorporated into contracts and subcontracts per OPNAVINST N9210.3, Chapter 7.
The notice aligns NNPI handling with the federal controlled unclassified information (CUI) program established by DoD Instruction 5200.48, and designates NNPPINST 5510.01 as the authority for marking and handling unclassified NNPI. It authorizes the “REL TO” and “NOFORN” dissemination control markings—applied only when a source document permits—and addresses the release and telecommunication of NNPI to foreign nationals under approved government-to-government agreements. Materials previously marked under OPNAVINST N9210.3 need not be re-marked immediately.
