Summary

OPNAV Instruction N9210.3 is the U.S. Navy’s foundational instruction for safeguarding Naval Nuclear Propulsion Information (NNPI). Issued by the Chief of Naval Operations through the Director, Naval Nuclear Propulsion Program (NNPP) (CNO N00N), it defines NNPI and establishes the safeguarding policies and requirements that govern it. The instruction applies to all equipment, components, systems, documents, and media containing classified or unclassified NNPI, and to all Navy commands, military and civilian personnel, cleared contractor visitors, and contractors that handle NNPI or operate Navy information systems that process it.

Across thirteen chapters, it prescribes NNPI determination, marking and distribution statements, control and storage, disclosure and foreign-release policy, public release, disposal, contractor requirements, facility visits, and information-technology and telecommunications controls. It restructured and cancelled NAVSEAINST 5511.32C and directs records management per SECNAV M-5210.1. This unclassified portion omits Table 2, and the instruction is now supplemented by OPNAV Notice 9210.149 and NNPP Instruction 5510.01, which add specific requirements for handling NNPI within the CUI framework and foreign-release markings and processes that support the tri-lateral AUKUS partnership.
