Controlled Unclassified Information
NNPP Instruction 5510.01 is the Naval Nuclear Propulsion Program’s policy implementing the controlled unclassified information (CUI) framework across the joint Navy/Department of Energy (DOE) program. The instruction defines how unclassified Naval Nuclear Propulsion Information (U-NNPI) sits within the broader CUI framework, and identifies protection, marking, and dissemination requirements. The instruction is applied to Navy personnel by general order and DOE activities by contract.
The instruction focuses on U-NNPI and the CUI implementation of the Defense Department through DoD Instruction 5200.48. The program-specific and NNPI-specific requirements are integrated into the broader CUI framework, as well as, the classified national security information framework and the corresponding Atomic Energy Act classification framework (e.g., Restricted Data).
NNPP Instruction 5510.01 ended the legacy “NOFORN” marking associated with NNPI and standardized markings across the Navy and DOE. Additionally, foreign-release controls are discussed with specific recognition of standardized release markings to support the NNPP’s Atomic Energy Act agreements with the United Kingdom and Australia.
