Control and Protection of Unclassified Naval Nuclear Propulsion Information

NN‑801 is the Naval Nuclear Propulsion Program’s contractual requirements document for the control and protection of Unclassified Naval Nuclear Propulsion Information (U‑NNPI). Issued by the Department of Energy, it is contractually invoked on contractors in procurements involving U‑NNPI.

NN‑801 functions as a contractor-focused implementation of the security requirements established in OPNAVINST N9210.3, written with the detail contractors need and treated as operationally equivalent to the OPNAV Instruction. Its controls align with NIST SP 800‑171, tailored by the Program’s own discussion of how each control is to be implemented, and it includes a template system security plan.

NN‑801 also establishes the approval process for information systems that will process U‑NNPI. Any such system must receive an authorization to operate (ATO) from the Program’s Information Technology & Cybersecurity office (08Y). That authorization is independent of CMMC and of any other Defense Department, Navy, or DOE requirement.
